I think the idea is that the "boom-boom-chhh" is a "ha ha, it's a joke!" signifier, representing a comedy-soundtrack rimshot or musical sting, as it's sometimes called. In addition, it is the sound of two elephants landing on the ground and one elephant landing in the water.
