The reason why this became so popular about eight years ago (which is apparently how many years behind current fashion New Hampshire is), is teenagers wanted to dress like the other cool teens. These cool teens dressed this way because they wanted to look like the hip-hop musicians (although I am using the word 'musician' very loosely here). The hip-hoppers dressed this way because they wanted to emulate the hard-core gangsta. The hard-core gangsta dressed this way because they saw some people in prison dressing this way and they thought they would embrace that whole "I was in prison so I'm a hard-core gangsta rap musician" (see previous note about 'musician').

However.

The people who were in prison and wore their underwear sticking out from atop their waistbands weren't doing it because it was cool. The ones who did this were sending a message. The message? That they were available. Date-wise. In an all-male prison.
