Actually, if a significant amount of people were to be moved underground, terrorists wouldn't have to go to such great lengths as they do now; they'd just block vents or poison the air, as there would have to be a ventilation system of some sort. Such dangers are easy to avoid if a decentral system is used; however, people seem to like thinking centrally, plus it's probably cheaper, so it's possible that this mistake would be made.
