Most people aren't aware that the Japanese did attack the U.S. mainland after Pearl Harbor. These balloons were launched from Japan into the Jet Stream where they were carried to California and the ordinance was dropped. They calculated the time it would take to make the trip and the bombs were triggered for release by a timer. Most of the bombs were dropped in uninhabited areas in the forests of Northern California and a family that was camping was killed when they found an unexploded bomb that detonated on them. To prevent hysteria from breaking out, soldiers/firefighters were sent to fight any fires that broke out but the secrecy that was needed forced them to use only basic tools such as shovels, picks, and axes.
A pretty unique idea that worked but not to the effect they hoped.
