I'm not a physicist, but it looks like the different methods of measurement used at different times could be more than sufficient to cover the "changes" in c. I suppose there's no discernable reason on this side of reality why a constant couldn't change, just as there's no way to tell from here why the constant is what it is in the first place. I'd want stronger evidence than statistics, though, before changing an idea as psychologically pleasing as a constant.
