I think the vital part of the question is that the birthday takes place during Labor Day weekend. That, to me, puts the water park at the bottom of the list due to crowing, and a home thing at the top of the list because lots of people are expecting to go to barbecues anyway. So you throw a big party that includes the parents and family, and have the bounce house be the special birthday thing.
