I would assume that most people agree that people should not be punished unless they have done anything wrong. I still don't see what people looking at child pornography have done that is wrong. You may say that they encourage making child pornography by looking at it, but is *indirectly encouraging* something illegal really doing something wrong? If it is, you're going to have to start arresting a whole lot more people.
