POA - Almost done! (possible spoilers)

WARNING - POSSIBLE SPOILERS AHEAD
I know I'm near the end, which just makes it even more frusrating that I don't know what to do next! I think I need to:
1) make the tachyon shield - I have all the nanoxite and peryolitium and the manual but I don't ever get the option to make it - do I have to be in a particular place?
2) get into the HEEC - I have the authorisation but the door is locked
3) create a disturbance in the docking bay - I keep getting killed
4) get the wrench - I think this has something to do with the sleeping pills which I have, but the technician is taking a VERY long time to smoke his cigarette and I never get any useful options
Please help!
