If you're going against an enemy you won't be able to kill in one hit either way, at least a crit hit gives you some chance of having fewer monsters hit back.
If you're really fast and hitting for big damage doesn't matter, or if you have accumulated WC from a previous life as an Assassin, you may as well have the crit hits as a bonus.
However, some monsters don't get crit hit, and for them you'll want to do more damage. This applies particularly to deeper monsters, but you don't have to go very deep before it starts getting annoying.
Also, crit hits are random, whereas strong weapons always hit for big damage. If you can count on doing enough damage with one weapon, that's sometimes better than killing 40% of monsters with the other.
If you give the weapon to an Assassin, remember that he could have a crit hit frequency of 5/6 even without a weapon (level 50+). In that case, you don't really need to have more crit hits, so you should take the WC.
I have three Assassins with no weapon and WC 20. They crit hit almost every time.
All that having been said, some people just like to crit hit. Others like to put up big numbers. In the end, it doesn't make much difference. You can win the game with no weapons, if you really set your mind to it.
