Pairs 2, 4, 5, and 6 aren't connected, since for each you have one pointing to the conduit across the inner parallel and one pointing to the conduit across the outer parallel.

If O5 points south towards O6, O6 needs to point north to connect with O5. Same with I5/I6, O3/O4, and a few other places. (I'm not saying that they will be paired up this way in the correct solution, though.)
