GOA: Can't Cut Rope?

From reading other posts, I see I need rope and bucket, but it won't let me cut the rope.

I've Tried cutting rope with it unwound, wound, (bucket on ground)& with bucket in the well. Is it too soon? If so, what next? Also, cant get very far in forest. Keep bumping into trees, etc. Please advise.
