GOA---getting the picture

I'm sure this is something totally obvious, but I'm getting rather frustrated. I can't figure out what I'm s'posed to do to get the picture. I try tying the rope around the battlement, but I can't get down there on account of that annoying guard. Any hints would be greatly appreciated.

Inventory:

20 Bronze Coins
6 Red Gemstones
17 Black Gemstones

6 Apples
Guard's Sword
Stone of Strengthening

Food Rations
Rope
Tinderbox

Torch
Wire Clippers
Portrait

Clear Focus Stone
Peice of Trash
Map
