"Facing" doesn't exactly count, since the sandwich is assembled when you put it into your mouth.

If the peanut butter is above the jelly, it has to get through one layer of bread to get to the roof of your mouth, and one layer of bread PLUS the jelly to get to your tongue.

If it's below the jelly, then the reverse is true, and it's easier for the peanut butter to get to your tongue than the roof of your mouth.
