I think somewhere in the instructions or the FAQ it says you can theoretically get all spells as early as level 12. In actual practice, I never got all mine earlier than level 17 or so. I think wisdom affects your odds of learning wizard spells on leveling up (whereas IQ will affect how many spell points you get).
