It's basically just a shield usable by druids. Sorcerers and wizards can use it too, although they have better options open to them.

I wrote in that item years before I realized that "Ice Stream Stone" sounded sort of like "Ice Cream Cone." Then my brother sat down to play the game, and he got it right off.

Anyway, to find out what it does, you'll just have to USE the thing. It's a combat item, so next time you're in combat, consider invoking it.
