You don't need the torch to get the tapestry; there's plenty of light in there. You will need a torch farther on, but don't worry about it yet. Based on your inventory, it looks like there are several things yet undone that need to happen before you get the tapestry. Go everywhere around & outside town; talk to EVERYONE(even if you've already talked to them). The tavern should be particularly helpful. You should also visit a certain cartographer and read the clues there. You have everything you need for this stage of the game; more will come later. Hope that helps!
