It's not really a straight percentage; the paralysis resistance of the monster is taken into account. But basically, the assassin-crit-hit test is done, and if that fails, then the weapon-crit-hit is done. So an assassin wielding a crit-hit weapon gets two separate chances to administer a critical hit.
