It's 10000000 gold at Perinn and would sell there for half that amount. Teralt's shop would charge 15000000 for it.

So I guess the Diadem is one of the many Items of Specialness that has an outside shot at being randomly offered for sale in the Shop? I could foresee amassing 15M gold with sufficient playing and six characters to collect Items of Specialness. If I were to buy the Diadem, would I automatically win, or would I have to leave and enter the town? Or did you special-case it out of ever being offered for sale?
