What does it tell you when you try to get to the elevator? When it says you may not enter without Proper Authorization, you must find Proper Authorization. When it says you see a locked door, you need the corresponding key. When it says you may not pass, you need ... something that sounds like it'll let you pass.
At least you don't have many floors to search.
