Trapped POA miner (Spoiler Alert)

I read the post that suggested trying all the drops in the sandstone caverns. I've dropped in all the locations I've found, so far as I know -- NE corner on white level, NW corner on yellow level, and NE and SE corners on the red level. Despite this I still haven't found a better tool. I also tried jumping into the river, but that brought me back to the pond without a new item. Any help would be appreciated.
