Wait a minute... I might be remembering this the wrong way, but "Authorized Personnel Only" may have been the sign outside the place I was thinking of (a different sign than the "proper authorization" sign). If so, I don't know why you can't get past it. Standing at the sign, I was able to simply walk west into the room the sign was guarding. I had a party of level 6's at the time but no special items that I'm aware of.
Wish I had the game in front of me so I could check on those signs and know for certain which one you're stuck at.
