Prone to Perplexion in Perils of Akumos (POA)

I'm stuck in POA and can't figure out where to go next. Please provide me with a boost in the right direction. I have done boosters and power conduits, I have given the cactus to the appropriate person, I have gotten the cat out of my room (but now I can't find it), I know what the answer to the King's Dilemma is (it was pretty easy for me) and I know where to use it, but that guy won't let me. I have not gotten into the mines, I have not gotten the wrench, I have not gotten through any maintenance doors, I have not gotten into the ore refineries, I have not found the nickel or the bomb or any tranquilizers or any rocks.

Here's my inventory:
Leather Briefcase
Employment Papers
ID Card (CQ60537)
Supply Room Card
Crowbar
Light Tube
Radio Receiver
Fire Extinguisher
ISO Officer's Cap
Pet Leash
Pet Snacks
Washcloth
Plastic Cup
Round Pot
