the drawbridge to the north fortress can't be opened until you are inside the the fortress itself. But you can get into the fortress through a very hot place. but you need the float ring (i pretty sure it's the float ring) to get into this very hot place. From what I remember, the float ring is in the south fortress. I hope that helps you out.
