Trapped in Trails of Akumos (TOA)

Help! I can't figure out how to do anything! I think I've been all over the place, but all I have is a backpack, a T-shirt, an enrollment sheet, and a couple of rocks.

How do I get my ID card? It says go to some place where there was nothing beforehand, but I still can't find it! Also, what's the deal with Silus and Verna? Finally, anything else I'm supposed to do around this time in the game?

Any hints would be greatly appreciated - I thank you ahead of time.
