POA- spiffy cola, rubber tubes....

I am so stuck again!!

I do not know how to get that *&#@ spifyy cola. I got they key from verna and gave the coin to silus. I have been to the sandstone caves and have done the mine cart trick in both places. I mapped out the whole caverns and sandstone and I dont think i can go anywhere else. I also rescued that miner from the caverns. I have Kevin on my side but I cant get him to go anywhere with me to get a passenger shuttle.
I also cant find the 4th rubber tube (got one from the storage, one from the refinery, one from the OSM tubes).

Any hints?!?!?!
