POA-Help in the alley!

I am stuck in the alley on the ISO base. I have the rubber tubes, the knife, the crowbar and the bazooka.

I have thrown about 30 rocks in several different combinations. I keep waitingfor footsteps then I throw the rock to the north, but nothing happens. I assume I am supposed to attack an officer and get his uniform but no one ever comes down the alley. If I leave, i get killed.

What am i doing wrong?!?
