Not yet, although you probably can if you want. Talk to the people in the building to the south, then ask someone in town about them.

It's the building you can get to when you're just outside the gate.

When you talk to the person in town, really think about what he tells you about the Gwuills. Sorry for the approximate spelling. Then you should find yourself with some new options.
