You need to look at this carefully, I'm not saying it's an easy puzzle, as you well know it's flipping hard.
You need to create a circuit.
So far you've discovered that you've got;
North inner, north outer
South inner, south outer
and East & West junctions
and you have some broken cables/power conduits.
The next bit is a bit difficult to explain but bear with me, OK.
Use 2 plates - space them out a little.
1 of them is an east junction and 1 is a west junction. Mark the top of the plates north and the bottom south.
Use coloured wool/ string to mark which is an inner and which is an outer, say though that inner is the space between your plates where I've done a dash. Outer, where I've typed it above and below E. Remember the cables need to join to the junctions.

E--> O - O <---W
out s - s

Basically it will look like the above.
Now start to play around with it and see what you get.
This will give you the basic idea, then you need to look back at some earlier posts and you'll get some more information that will help. Look especially for gremlinn's, 'cos he helped me out as well.

I really hope you get through this and although it doesn't feel like it at the moment, it really IS better when you can say that YOU did it yourself.
