It's very close to the elevator that takes you to level 4. However you need to do a bit of exploring before you can actually enter it.
To be honest it's so close that I seldom bother with it; it's that THAT much harder to get back to Perrin where you can use the inn for free. It has some decent stuff in the shop though.
