GOA stuck after getting stone of strengthening

It seems to be too early for me to use the stone.

My inventory:

Diving Mask
Pick
Life Preserver
Dead Fish
Broken Free Trial Sword of Failing
Ticket
Stone of Strengthening
Bucket
Magic Armor of Magic
Key of Questioning
Food Rations
Rope

I've gone back to every place I've been before, spoke to people again, repeated actions, etc. Help?
