Certain things need to be done in order. Have you visited the saloon? Play the piano. Only then do you realize you need new tunes. Then head up to Lynville. Go North to the Organ Grinder. You need more than one tune. Feed the monkey something that is in your inventory. Exhaust all conversation with the organ grinder. Head back to the Saloon. You need to get one thing in order to feed the guy in the wagon. I think you already know what that is. He will reward you.
