That's exactly how our bus system worked back in Dayton, Ohio. I've never used the Rabbit in York, but I used the RTA for many years back in Ohio before we moved away. There was a bus stop just a few block's walk from my house and I used to frequently ride the bus to work on days when my wife needed the car.

Of course, we were still a one-car family then.
